Stainless joint collars

Bear with me on this as so much is new for me. If making a cue with a stainless joint collar, what is the prefered process for finishing? Do you turn the wood for so many thousandths less to allow for finish thickness, or what is the correct way?
 
I’ll defer to others as I haven’t done many of these but I used thicker material rather than a thin collar. Then just used a metal lathe to trim the stainless down to size.

To me it was easier to trim down a joint collar to a forearm than to try and nail a perfect diameter finish to a predetermined joint collar size. I’m sure some guys have finishing down to a perfect set of predicable layers.

I don’t.

I’ll reapply layers and scuff until I see what I’m looking for. My finished size could differ a few thousandths.
 
To answer your question yes, I machine my cue to be however many thousands under the collar size and finish up to the collar kinda like using it as a sanding mandrel in a way.
