When a Q has had a clearcoat sprayed over the wood, ALL of the pores in that wood are sealed. In order for a stain to work, it has to penatrate the wood evenly. It is very hard to get all of the clearcoat off, unless you sand very deep. You may end up with a patchy stained piece of wood...JER...
Treat an Ivory ferrule like any other. If it lasts a week, it will last for ever. I always put a pad on my Ivory ferrules & make them as strong as I can. In otherwords I use a 1/4" cap on the ferrule. I have used these ferrules for 25 yrs & love them...JER

I use 80 or 60 grit sandpaper & just sand enough to tahe shine off. I then spread a littleplain super glue on & pat it dry,with a paper towel. After it's dry resand a little & then apply your glue & install...JER
