You need a practice cue. That way you won’t be using up all the good shots in your game cue. The price of your cue determines how many good shots are in it. If it looks nice, that is just a side benefit.

Based on the ball collector and rack for storage + overall look, price should be under $10k. If not, it will be overpriced

You are making it too complicated. Just put a small suction cup on the end of your cue, and all your problems are solved.
