The CB obviously did not come to rest on the rail (or it would have been called good). The issue is whether the CB hit the 6, glanced the cushion and then came off the cushion.
Interesting comment from someone who was there and did have access to higher quality video.

Ref not where he should of been, but it looked like a foul/good call from my POV.
CB didn't appear to make it back to the long rail.
The D.D. re creation was with Brand New Cloth which has no ball rolling gulley developed yet.
Tournament cloth when worn in develops an alley way along the rail slightly away from the nose, often when a ball finishes rolling it tends to go away from the rail nose slightly, and dips into the gully that's created from balls being shot along the rail line all week.

FYI, the cloth in my table is about 5 years old. I didn’t change it when I installed the new rails last year.
