I'm missing something. Was the cue ball touching the rail after the shot? If so, it was a legal hit. If not, the ruling seems right. Or is the argument that it did hit the rail and came back off it?
Interesting comment from someone who was there and did have access to higher quality video.

Ref not where he should of been, but it looked like a foul/good call from my POV.
CB didn't appear to make it back to the long rail.
The D.D. re creation was with Brand New Cloth which has no ball rolling gulley developed yet.
Tournament cloth when worn in develops an alley way along the rail slightly away from the nose, often when a ball finishes rolling it tends to go away from the rail nose slightly, and dips into the gully that's created from balls being shot along the rail line all week.
