Yes, the lighter wood is quilted maple, but they're recuts, not veneers. In fact, the cue originally had a quilted maple handle but, according to Pete, the original owner of the cue (Larry Nevel) felt it was "too flashy" and had Pete cut out the handle section and replace it with a linen wrap...

I believe I owned this cue (briefly). In fact, I've owned two Olney's, and his work is flawless. Both of the cues I owned were beautifully crafted. Even points, perfect finish, nice wraps, nice hit.

That sounds just like the beautiful Omen Hal had listed on here not long ago, except for the wood. Are you sure it's rosewood and not cocobolo?

When I owned that cue, it weighed in at 18.9oz on my Pelouze postal scale.
