Yes, that is correct. The outer balls sit on the holes and the inside balls are on the table. Once placed on the rack the balls stay in place unlike a traditional rack where they can shift when you remove the rack.

The older clear version had a green protective film on it that you removed. The black ones don't have the film but they didn't change the packaging. Sorry for the confusion.

They just came out with black ones. The older version was clear. They are made of very thin plastic that have cut outs along the edges that balls rest on so they don't shift out of formation or roll like they do when you move a traditional rack.
