scooping is only if it is intentional. otherwise it is like any other miscue. imo it is ok as long as no rule says balls must be hit before the rail is hit or the other requirements for the break are not met

Wow!!!! This is in fact the best cue that I have ever hit with. I just wanted everyone to know how well Bob's cues play. When I saw how absolutely beautiful the cue Bob made me, it surprised the hell out of me to hit even better than it looked. Anyone agree just post it up. And thanks again Bob.
