    What are the issues with rack-your-own? When I encounter this I always let the opponent rack his own and I rack my own. Seems it makes both parties happier and I doubt my opponent knows some secret to racking that nobody else knows.

    Strange or not, the bolded text clearly states the rule. The sentences that happen before and after the bolded text don't change the very straightforward sentence that says a double hit is a ball in hand foul. Critique the semantics all you want, but a double hit is a foul in the APA.

    The APA's failure to adequately address the double hit that occurs when the Cue Ball and Object Ball are close together is much bigger deal than this one. :)

    I'll add that when I learned that left and right english really only helps with getting position of the cue ball after it hits a rail my position play improved immensely and I began to scratch less.
