Good news. A little odd and mildly disappointing, but as I said, hardly takes anything away from the cue, even if not verified original. It's really spectacular that the cue survives and is unmolested. It's a treasure.

Looks like National, Meucci family, maybe into Huebler or Gandy type or one of those associated makers. There are such cues like that in the 70 to 75 era that are hard to peg. Looks like finish over wrap which was more of a Meucci thing. What is the shaft insert material? Brass? Aluminum...

Yup. Looks like a second hand shop. I got one similar in a second hand shop for $8. Worth it.

Very cool! I think I have a couple with the stainless collar and brass pin. That's a pretty cool design. I would love to see a better pic of the points.

With money to burn I would send it to a cue maker, get a wrap channel cut, and have a smooth black leather wrap put on it.
