Don't know the answer to this. I got the kielwood version and the hit is nice and solid. Mine is a bit on the heavy side at 4.3oz. I understand that it's not the norm, I wish it was a bit lighter.

Why would you think that it’s the table’s fault? Do you run out 5 out of 10 on other tables? Watch some pro tournaments, with the 9 on the spot and a break box, most frames of players under 800 are not break and run. Are you an 800 Fargo player?

I doubt that an extra inch will take more time to make, just more material and this certainly should be paid for.

You can have those too. Get any butt with the desired weight and fit it with a carbon break shaft and you’ll be good to go. You can end up at around $400 for a good quality break cue. You could end up at a $1000 or more but it will be a nice cue and not heavily branded decal cue.
