Yesterday an opponent made a good hit on the OB, but during the shot his stick inadvertently hit another ball. That ball moved a few inches and the CB hit it after the legal hit. The CB would not have hit it had that ball not been hit. Is that BIH?

Handicap it. The "C" player gets for example 10 innings, the B player gets 5. Etc. That's a tough one to handicap though.

It depends on what universe you're playing in. There's more differing rules in 8 ball than any game I know of. Many of them are made up after a 12 pack... If you called the 8 "with contact" off the stripe, then the opponent has no contention after the fact IMO.
