I'm not sure what you're thinking but do you need to make a platform-specific app? What about just doing it as a web application (HTML5/Javascript/etc)? NAPA has a great "app" -- which is just a web page formatted for mobile/small screens -- to keep track of weekly matches.

I am not an LO, but I know they can specify skill levels when adding new players and they can have someone's skill level adjusted. Otherwise SL's automatically adjust every week.

I didn't see this possibility suggested... What about just drawing the cue ball so it's between the 9 and side pocket and on the other side of the centerline from the 8? You have a long-ish shot on the 8 but it would be pretty easy to get from the 8 to the 9.
