what if the 5 and 9 are the last two balls on the table----same rules apply?

in a spot in 9 ball, what does last 2 balls mean exactly? does the player spotted have to make the 8 and 9 or if the guy or gal giving the spot makes the 8 but misses the 9 does he lose. Please explain!!!!
