There were some models of 'flat rail' tables as early as 1939 or '40, the 'Moderne' for example.
By 1945, the year of the Anniversary and Centennial, all were flat rail style
I believe.

Looks like a Madison - They had pin stripe inlay. I can't tell for sure if it is there
in the pic. Many old tables have lost the original veneer.

Hard to say without seeing the blank, but... it looks like one could merely
turn down the end of the blank and put a plain butt sleeve on/over it.
IMHO - doing that would have no impact on the structural integrity of the
blank.

The blanks in your pics are pretty much specific to that cuemaker... in Ukraine.
They are intended to be used 'as they are' with perhaps some reduction in length,
Most 'blanks' used in the USofA are some version of a 4 point or 6 point splice.

ps FWIW - I agree that the group should still being 'open' after a ball is made on the break.
There will be no confusion if you keep in mind that whether it is
Inside english and or Outside english has nothing to do with hitting a rail.
When and if the CB contacts a rail, whether it is Running english or reverse
depends on the angle of that contact.
