I guess the purpose of the rule is because the two back corner balls are the most likely to fly around the table and go in somewhere and don't want both to be the same. For me it's not hard to remember to put one solid and one stripe in those positions. We even do it when playing with my wife...

I think low ball offers are an acceptable way of negotiating. Both sellers and buyers should keep emotion out of business dealings. I never get upset if I get a low ball offer on something. I either counter offer or just say "no thanks" and walk away. No hard feelings

In BCAPL and WPA 8 ball rules, there is no three foul rule. I don't now of any place that plays 3 fouls in 8 ball.
