It causes the cue ball to get to the 1st rail sooner (compared to a stroke with follow thru) and thereby shortens the path of the cue ball.

That would be a check stroke that is being described, a stroke without follow thru.

Is there an admission charge to be a spectator at this tournament? It looks like seating for spectators might be limited from the videos and photos I have seen of Carom Cafe.
