Hitting a billiard ball is a completely different experience from hitting a pool ball and there is absolutely a discernable difference between quality shafts...and especially between those and mid-grade ones.

Your point- 9 on the spot break rules will require a 10cm "break strip" to effectively lower that wing ball- is noted but I don't think it'll catch on.
