    The 2021 UPA rulebook requires minimum cue length of 40 inches (Rule 9.7). The Cuetec Propel is 47.5" and that includes shaft, handle, and extension. Without the extension it is 44". So, it is legal with or without the extension. You can see the 3.5" extension below the rings near the butt...

    In the Ronnie O'Sullivan video you posted, Ronnie moves the shaft a lot after he hits ball at 6:35 and doesn't stay down long after the shot. Not so at 7:30 where after hitting ball, the shaft is straight and he stays down several seconds after hitting ball.
