Pulled too tight and unevenly. You're probably looking at a new rail cloth set unless they left enough under the rails to unstaple and restretch.

If you're up to removing the rails and leather pockets you can fix it to look like TFT's. Since you don't have any leftover cloth from the install then 1 piece of rail cloth and some plastic pipe hanger strap is all you need in parts.
