Depends on the rules of that specific tournament. Typically it would be the player whose turn it is to shoot next (Player A in your scenario), but not always.

I believe another term for it is "dress-makers pencil." You can get them at Walmart in the craft section for about $1.50 each. Coupled with a straight-edge, they can be very useful.

It is pretty decent - it allows smoking, but it doesn't bother me too much. It has a bar, but no food. They keep the tables up and the staff is cool. Another plus - it is 5 minutes from my house. :smile:
