    Rules leave this to organizing committee (head referee or TD) discretion, and offer a variety of sanctions, minor being a warning and most severe one - DQ from the tournament. Put loss of a rack and loss of a match in between.

    As for chalk on the rail missing on multiple photos, that's an interesting question. Maybe chalk was attached somewhere aside, so that it had not ever ended up being on the table rails?
