The cue ball doesn't know who struck it. It does know about: ANGLE-SPEED-SPIN

No Certified that I know of. Maybe some other type teachers might think that.

That was the Rule before it was changed. There were no double hit fouls before 1982. The no double hit rule was a disaster.

A double hit has nothing to do with the angle of the cue stick or the back spin on the cue ball. Most elevated spin shots like that are fouls.

Written in the World Pool Rules. Double hits are a foul.

If the player calls a foul before he shoots, the player gets to play from the location of cue ball. If the player allows the other guy to shoot, it is not a foul and he continues to play.
