The Gandy style rail bolt nut looks like this...? Would everyone agree that the bracket should be straightened? What would the disadvantage of using the fender washers to fill the gap? Any ideas of how to straighten the bracket- my brother says to squeeze in a vise.

Thanks, totally out of my element. What would a reasonable cost be to replace the cushions and recover the rails? Material plus labor. They also state that replacing the cushions is done in their shop and they would return a few days later to install the recovered rails.
