Narrow butt Handle ?

Is there a reason for the butt not being a consistent diameter say 2" or so ahead of the wrap area to the butt cap?

If not is it feasible to do about 27.5 mm straight back?

Why?

Where would the flexing occur ?

This the same dia.as the beginning of the grip area.

The beginning of the grip area is barely over an inch .
1.060" on the fat side . Most hover around 1.0" to 1.050".
The bottom hovers around 1.230" to 1.275".
That's a lot of wood and weight to take out .

And, there is not much demand for it .
Players are ok by the slight taper of two-piece cues.
House cues are a lot more conical in the grip area.

The answer to your question is yes.. Sought of. John Robinson cues. I believe his son Greg runs the shop now and well as his own craft of building guitars. His cue spec's are in line with what your asking.
