Bert just posted a nice column about the time in 1977 when European offensive play, in the form of Ceulemans, went up against good old Yankee defensive play with intentional safeties allowed, in the form of Boston Shorty. A good read.

USBA Rules 23:
23. An intentional safety is not allowed. If played, it is a foul, and the player's inning ends. The incoming player may accept the balls as they lie, or set up the balls for a break shot. If there was a possibility of scoring on the shot, there is no foul. During a USBA tournament, in the absence of a referee, the Tournament Director may make this determination.
So far as I could see in a brief scan, the UMB rules do not specifically say that any particular kind of shot is required when playing 3-cushion. Perhaps it is simply understood that you always try for a shot no matter how unlikely.
