🔵 Can you replace Cuetec Cynergy's ferrule with Rhino's $5 ferrule? 🔵

It's unfixable unless someone cuts 1/4" off the shaft to get rid of the necking, or 1" off the shaft to get rid of the gouges (or possibly filled them in). No repair person would touch this, imo.
 
Unbeknownst to me, the tip came off my Cynergy and I hit a few balls before noticing the missing tip. As a result, the ferrule surface got banged up and a side of the ferrule seemed pushed in. I sanded the surface and side down, put on tip, and the tip did not glue flush with ferrule. It seemed OK until it wore a lot and then balls would not go as far as what I could to do easily with other cues. I removed tip, sanded ferrule surface to square it with shaft. I sanded side of ferrule to remove lopsidedness. Most damage was at surface contacting tip and sanding seemed to make it flush with shaft (a little thinner at the tip end than it used to be) and square with tip. Its no beauty now but seems OK.

Looks like you have several issues going on there.. first of I would give that shaft a proper clean and inspect that shaft, those scratches and pits are a concern. Replace the ferrule with a durable, tested material. Hydex 202, Tomahawk, Elforyn all work just fine. Make sure you use a glue designed for carbon fibre. I do NOT recommend the Rhino ferrules.

What material is the rhino ferrule?
