Here is my thinking on what's best for the game;

10 on the break does NOT count for the win....No matter where it goes.

Ten STAYS DOWN, shooter continues their inning at the table till they either miss/scratch/foul/win.
Now....the next highest # ball on table the point ball.

Under WPA rules, that's already true, although it spots rather than staying down. Making it stay down would be a reasonable, alternate solution, and would avoid any problems caused by spotting it.
