10 Ball Question

At 28:10 Alex scratches on the break and makes the 2. I know the 2 is spotted, but the referee also spots the 1, which was not pocketed on the break. I play a lot of 10 ball with my buddies and have never done this. Have I been playing scratches on the break wrong or is there something I'm missing here?

If the 1 is behind the line, it must come up also. And the 2 would spot behind it. There is no BIH anywhere on the table, in a Ring Game.
