100% performance cue

I have a very nice used one that I'll post in the for sale section in a few minutes if you'd like to take a look. Its definately a 100% performance cue.:thumbup:
 
so how would you measure it as 100% performance? Whats the difference in terms of how you'd be able to tell between 100% performance and 90%, would anyone be able to tell the difference?
