Yes it would help, but the game becomes so much different that it might actually hurt you. The early part of the game for most knowledgeable, non-professional players is entirely different, since you can't score many points with the lowest balls. I think going to 10-ball might be a better option, if you want to improve your 9-ball game.
Of course, if you're just practicing with yourself, then rotation is a perfectly fine practice game.
