1) The tournament is a "piggy-back" 9-ball tournament: I push out after the break and the player gives the shot back. Do I shoot or my partner?

2) Should a handicap tournament give everyone a 100% equal chance of winning? Basically create a coin flip situation?

after handicapping, the better players should still have a small advantage
