3 option rules

I am Looking for someone that might have some experience with the 3 options on a foul rules. That is how my league plays. We call ball and pocket. On fouls it is not cueball anywhere on the table. The incoming player has 3 options.
1- He can place the cue ball anywhere in the kitchen and shoot out at his ball. If his only ball to shoot is in the kitchen, he can have it spotted.
2- He can play the cueball from where it lies.
3- Or He can also make his opponent that fouled shoot again.

In the particular instance in question my teamates opponent made his ball but followed it in. :rolleyes: (on purpose I thought). His only remaining ball and the 8 ball which my teamate was on were both tied up downtable on the rail such that niether could be made or safetied.
My question is would the scatch be considered a foul?:confused: Could my teamate request him to do option 3. Of course the cue ball would have to be placed in the kithcen and the opponent would have to break up his remaining ball and the 8?

Please no flaming the rules. Just looking for an interpetation.

I think the answer is no, and you need to ask the League Operator what his ruling is on the matter. If people make up their own rules, they need to provide interpretations for them. We could offer our opinions, but the only opinion that matters is that of the rules authority in your league, which I assume is the LO.

Thanks for answering Bob. That is what I plan on doing later tonight. Since he was playing at the Bar which is almost right next door we did take a timeout to go ask. He was gone already put we did get an opinion of one of the players on another team that was still there. His answer was yes. But I am not sure he was right. Unfortunately we do not have a very complete set of rules. It is a non-sanctioned pocket money league that has been in exsistense for 25 years. It use to be just a bar rule kind of thing a few years back they started this 3 option thing.
If anyone else plays 3 option rules I would be interested in hearing your input
Bob, I guess you are basing your answer on the belief that a foul and scatch are not really the same thing??
 
in ring games (which have similar rules) we allow the 'shoot again' on a scratch. so if it's a vote, i say you're right, rackem.

of course your league operator has the final say :D

I was answering the other question. I think no one else here plays by the rules you use in your in-room tournaments.

A scratch is a particular kind of foul.

The rules we used to play by in nine-ball ring games gave ball in hand behind the line on a scratch. After any foul, the "shoot again" rule was in effect -- the incoming player could ask the fouler to shoot the shot. I think we may have modified this slightly so that the shot had to be passed by all the other players in the game to go back to the original fouler. Any player who wanted the shot could take it if the passing got to him.

We also played that you had to make a good-faith effort to hit the ball on. If it was impossible, or looked fairly impossible by general agreement, the shooter was allowed to play some kind of safety.
 
I talked to the LO. Just wanted to let you all know what the ruling was.
Since the opponent did make a good hit before scatching it was not a foul. Therefore the shoot again option was not there. It should have just been my Players shot from the kitchen. Had the opponent not made a good hit before the scatch then yes he could have been required to shoot again from the kitchen.
I am still looking for a good set of in the kitchen as opposed to anywhere on the table 8 ball rules that anyone might have. Please PM if you can help.
 
Is a normal scratch considered a foul by your 3 foul rule? If so, why would this be any different?
