314 shaft vs custom shaft

Can anyone tell me how a custom shaft can deflect less than a 314 shaft. I would like to know what makes the difference. I have read that a custom cue maker can make a low deflection shaft.

Make it 11mm. The lighter the end of the shaft the less it will squirt or deflect a cue ball.

To further reduce end weight you can also hollow out the end of the shaft and use a shorter ferrule and a lighter ferrule material. All of this needs to be balanced with duarability though. It is easy to create a very fragile shaft in this endeavor.

You mean all I have to do is lighten the shaft by reducing it to 11mm and I will have a shaft that deflects less.

If you can turn a shaft down to 11mm and lighten the ferrule and make a low deflection shaft then what is the sense in buying a 314 shaft or any perfprmance shaft when you could just get a custom cue maker to make one for you. Here I am thinking that the performance industry had something over the custom cue makers.
