That looks like a low-end American snooker ball from maybe the 1960s. Hyatt is likely to have made it.
Unless by a miracle you find someone who is trying to complete a set of exactly that style, it is unlikely you will find a buyer. On Ebay right now is a much more collectible American snooker 4 ball. It's clay and maybe from the 1930s. They are asking $15 OBO plus $7 shipping and it's been up since January. Search for "Vintage Clay Snooker Billiard Ball #4 Four".
