$500 bonus on the break

I was watching a tournament that was taped by the Billiard Club Network. They were paying $500 bonus for making the 9 on the break. It seems as if years ago the 9 was made so frequent that the pros were made to break from a boxed area around the spot. In this tournament the players could break anywhere behind the line but not many were being made. What has changed to make it harder?
 
With the introduction of the Sardo rack at most major events, many people have breaking strategies.

Apparently, the balls weren't breaking as good this year at the Open as last year. They did rack the 9 ball on the spot as opopsed to the 1 ball. It is common knowledge that a medium-speed break is desirable when using the Sardo rack.
