I do not think this is a foul. It's still a good hit, just not the right hit. Others will likely have better info.

If you want to go by the official rules of pool, there is a link below. If you are playing in a league or local tournament, you need to ask whoever is in charge. If you are playing in some random group of people, maybe they have their own, special rules.

But... I have never seen any rule where you would not get credit for rail contact in that situation. If someone wants to call a foul for that shot, leave at the first chance. You cannot trust the people you are playing with.

I agree with Coos Cues on which rules (bar, league, or wpa) you're playing by and whether at pool hall, home, or bar. Specially if you're playing call all shots and rails?
