That is the cueball will tell you by its rebound angle what ball was hit first.
 
I think your logic is flawed.

You could be right. It might be flawed. I generally do give the call to the shooter on close hits. But I've run across too many cheaters exploiting the system. For a while there was a never endind supply of them in my division. These people (the known cheaters) are the ones I use the extra scrutiny on. Any more, when asked by someone to watch a hit, and the shooter in question is a known douchebag, I just politely refuse and have them ask someone else.

But yes, simultaneous hits go to the shooter.
 
As a former baseball umpire I want to say there is no such thing as tie goes to the runner. He either beat a throw or didn't. Same as this you either hit your ball first or not. If first contact is with your ball and another ball how could it be be bad? You hit your ball first.

And hense...the controversy. I could just as easily say you hit the wrong one first. But until all matches are filmed using high speed cameras, we have to do what works. Imperfect game played by imperfect beings.
