Sounds like that player got taught by his uncle who "used to be good in college" hehe.
Another funny rule I have seen is that when someone had ball in hand, put down the cueball and picked it up again, I have seen people say that was a foul.
I had a guy in Vegas this past spring do that. He scratched and I ran out. But I repositioned the cb 2 or 3 times before running out, placing it where I wanted then picking it up and placing it somewhere else, each time looking at the shot options. Then I chose the shot I wanted and ran out.
Afterwords he said something like, "You're a great player, so I didn't say anything when you were shooting. But it's a foul to pick the cue ball up after you place it on the table. I didn't call the foul, but another player might, so keep that in mind."
I told him it was most certainly not a foul, unless I accidentally touched another ball with the cb while moving it around. It took some convincing, but he finally saw the light...I think.
