oh and another reason to call a safe is if you are trying to like hook him behind the 8 and are shooting to leave your ball near a pocket and dont want it to count if it goes in as you will be the one hooked.

those crazy things are a good reason 8 ball was always played without having to call your shot except on the 8.
 
so you shoot at your ball and it kisses of another and pockets one of his balls by a pocket you get a penalty. ?
or his ball is by the pocket and you pocket both balls
or you try to squeeze your ball past his and his goes in?
I'm not clear on it but I suspect Hey ball is played similarly. They even have some strange 2 shot rule where the benefitter can shoot a ball into duck position and then pocket it.
 
Thank you all for your comments, what is happening is that we are starting a new 8 ball league additional to our 9 ball league and the vast majority of players have not played 8 for a very long time and since the regulations have changed a lot. ...snip...

Are your sure you really want an 8 ball league? 9 ball is a much better game. More aggressive shots. Less tick-tack defense of blocking the pockets. Plus, 8 ball games take a lot longer, especially in league situations with mid-range players. If it was my club, I'd make the other night 9 ball also.

not so good players like 8 ball as they get many easy shots. and they always have a shot at a ball. in 9 ball they have lots of long ones and since they cant play much position they dont make but one ball ever.
players that can run 5 or more in rotation may tend to 9 ball.
 
We already have a weekly 9 ball tournament, the owner of our poolroom decided to organize another different weekly tournament and this at 8 ball to make it different. We played a week ago and we didn't really know the correct rules. The caliber at our poolroom is quite good, 500 to 700 Fargo, lots of break and run. Each player starts the tournament with a certain number of lives depending on their caliber.
