9 ball on the spot?

why are people racking the 9 ball on the spot now? saw this in TAR and now mosconi cup?

what's the deal?
 
It supposedly makes breaking tougher by reducing the likelihood of the wing (corner) ball going straight into the corner pocket.
 
they are also requiring 3 balls to cross the headstring (pocketed balls count as 1) ...

The wing ball still goes with some frequency though it's not automatic. But the high rack makes the one in the side fairly consistent - I think that is the reason these guys are all playing a cut break from the rail. Normally a cut break is used when breaking from the box to simulate a side rail break when trying to make the wing ball.

This is not a new thing. The WPBA has used the high rack Allison and company were all playing the one in the side with the cut break from the side rail.
