No, not "changing the rules" at all. Just being clear on what they are.
This sub-thread didn't have to do with consistent patterns after breaking...it had to do with your proposition that you know someone who can break and run more than half the time.
I am willing to bet you on that and merely suggested that WSRs control the play and that a neutral racker be employed to avoid arguments over trick racking.
If you are saying that a player can IMPROPERLY rack the balls and get a given outcome, then you are chaning the rules.
You referred to a player "racking good" and that implies that all 9 balls are frozen. If they're not...it is not a "good rack" but an improper rack.
