Well, first question is, what set of rules were you playing by?
In the World Standardized Rules of 9-ball there is no "safety". There is a push out, but it clearly states you must call it as a push out. And, even if they did consider it a push out, the incoming player still has the option of passing on it. So, if you wanted them to take it as is, you just pass, no harm no foul. If you liked it, then shoot it and you get the benefit. Either way, I don't see how this should even be an issue. It's completely up to the incoming player how to deal with it.
If you were the shooter, you should have just made sure to say "push out".
