Sorry if this has already been discussed. If someone breaks and makes a ball ,can he then call "safe" and sink the one ball, leaving his opponent hooked on the two. This occurred last evening, but it was ruled that sinking the one ball and calling "safe" would be considered a push-out.

Well "calling safe" and "pushing out" are two different options.
If you call a safety in 9-Ball and still pocket the lowest numbered ball you have to shoot again.
If you call a push out in 9-Ball and pocket the lowest number ball the incoming player has the option. Take the shot or let you shoot again.

There are no safes in the manner that you describe. I guess push-out is the only option--- but the incoming player will force smarty-pants to shoot again (so he just hooked himself on the 2).

Well, first question is, what set of rules were you playing by?
In the World Standardized Rules of 9-ball there is no "safety". There is a push out, but it clearly states you must call it as a push out. And, even if they did consider it a push out, the incoming player still has the option of passing on it. So, if you wanted them to take it as is, you just pass, no harm no foul. If you liked it, then shoot it and you get the benefit. Either way, I don't see how this should even be an issue. It's completely up to the incoming player how to deal with it.
If you were the shooter, you should have just made sure to say "push out".
