9ball question for ya..

Hello everyone.. I am a tournament director for a sportz bar in Phoenix AZ and had a wierd situation happen in last nights tournament. I was hoping I could get everyones opionions as to what the correct answer would be. I am guessing the field will be split with not everyone agreeing on the same outcome. Here goes.

9ball. 7-9 still left on the table.

Player1 shoots (ya know, close eyes, cross fingers) knocks in the 9 and CUE

Player2 thinks player1 is the winner because he saw the 9 go down but didnt see the cueball go down. Player2 then picks the 7 ball off the table getting the table ready for the next game.

ok, I think you know where I am going by now.

What happens?

1) 7 and 9 both get spotted, player 1 gets ball in hand
2) 7 goes down, 9 gets spotted, player 1 gets ball in hand
3) 7 gets placed back as close as possible to where it was picked up, 9 gets spotted, player 1 gets ball in hand

1 , 2 or 3 ... you decide.. or if you have another opinion, please let me know.

How bout 4; none of the above?

I would say that unless you're playing all fouls vs. cue ball fouls only, the right move would be to put the 7 back as close as possible, spot the 9 and give ball in hand to player 2.

Any rule junkies out there?

Instructions for Referees

2.19 Illegally Causing Ball To Move

Any player who, in the referee's judgement, intentionally causes a ball to move will lose the game and or match by forfeit. No warning from the referee is required.

If this was a tournament, this rule applies.

I would tend to favor this option as well. I'm easy going about this kind of stuff.
 
I think player #2 conceded the game by moving the 7,he should have been paying better attention.

Purdman is right. I've seen this happening in a tournament and rules were followed and the player who started moving balls forfeited the rack. Usually it would also be unsportsman conduct, but I guess the rule can be ignored here and the penalty is to forfeit the current rack.
 
Nobody asked the question that should be asked first before we answer. That is, are you using BCA rules for the tourny or another version? Some people take BCA rules and change a thing or two and make it their own. I lost my match in Vegas because of something very similar. The guy I was playing ran out to the 8-ball and scratched but did not make the 8. I thought it was a loss of game and started to send the balls to the end of the table and he called a foul on me got ball in hand with only the 8 on the table and obviously won. That is only a BCA rule, APA would be a loss. So you see, it depends what rules your tournament is played by.

I can't believe you're the only one to notice this. Screw the 9-Ball question. I want to know where she plays and if this her everyday attire.
 
I would say let the players work it out between themselves.

If they can't do that, ask opinions of those in the tournament. If there seems to be consensus, then you make the decision using their input as a basis for the decision.

If nobody can agree on what to do, flip a coin for each decision needed or play the game over.
