The significance is WHEN the rules take effect.

Once the starting player is determined, the game starts with cue ball in hand behind the head string. All the General Rules and 9 Ball specific rules start.

Being a Tournament Director and Referee isn't as easy as most players think it is. I know I was surprized about how difficult it was when I started running tournaments. But, I was motivated by poorly run tournaments that had TDs that showed preference, called fouls because they just thought it was a foul and didn't know the rules

No disrespect intended... but I guess that's one interpretation.

As far as the 'others' interpretation, I don't see anything about their view in print. If I've overlooked it please direct me.

Tom - Now that I've read the World Standardized Rules... both the General Rules and the 9-Ball Rules, I believe the answer to your when question is clearly stated in the Standardized General Rules as follows:

3.8 CUE BALL ON OPENING BREAK
The opening break shot is taken with cue ball in hand behind the head string. The object balls are positioned according to specific game rules. On the opening break, the game is considered to have commenced once the cue ball has been struck by the cue tip.



I don't believe that the Rules writer(s) intended the sentence that you quoted re the game beginning with the cue ball in hand behind the head string as contradicting the general rule above.

It is not contradicting the rule, there are rules outside the General Rules that cover specific games, 9 Ball rules don't follow the General rules as stated in their specific area.

"The Break" infractions mentioned in my original post are quite different in 8 ball, with specific penalties for the shooter and what the incoming player has a choice to do.

I am just trying to point out that the traditional "Break" rules have changed quite a bit in the last few years.

It is best to keep up with them if you want to be informed.
