Wood appears to be a very dark cocobolo or possibly east indian rosewood.

Not me and the short points cut over the long seem odd for Spain. I know those rings but can't put my finger in them.

Some quality guesses and getting hot on the trail....this is a Tunder cue made in Olathe, KS (Dan Tull and Michael Kinder)
 
Based on the white collars and the ring work, I would have guessed Cousins. But since you started the thread and answered the question, I am going with Tunder. :thumbup:
