I believe this rack is a Circa 1890's
I converted all the locks to use one key and used it to keep expensive cues at my pool room under lock and key until I had to close the room in 2000
The locks numbered 1-12 are made by the Eagle Lock Co. of Terryville Conn.
Anybody intereseted in buying it? Send me a PM with your offer.
I see a lot of expensive cues for sale out here, this rack would make a great way to secure them and still keep them on display in your pool room
