One of the most experienced that I have seen is Scot Sherbine at Proficient billiards in PA. His web site shows some of his work.

Another good one, also out of PA, is Jerry Rauenzahn. You can reach him through his web site.
Both of these guys have worked on significant cues. Good luck with your project.
