Any ideas on who made this cue?

I bought this cue on a police auction website. It is solidly built and looks to be fairly old. There are no markings on it whatsoever. The points are sharp and are not CNC'd. Definitely a cuemaker made it (not mass produced) but I can't tell if it is a known cuemaker or one that someone made out of their basement. I also posted this in the cuemaker forum. Any ideas?

If I had 2 guess

I'd say a huebler mid 80's...They had the joint collar real fat and recessed pin as shown available, though all cues didnt have it. The bumper looks close too.
 
i would have guessed so as well but the shaft has a brass insert and almost all hueblers had a plastic insert in the shaft
