Singapore signed the endangered species trade convention rule in 1986. However, unless ivory, or lizard is specified in any document, the probability of cue seizure is very minimal. Custom officers here cant tell ivory in a cue from plastic or micarta, and this rule is not strictly enforced.
i have shipped cues in b4 with ivory handles, Ivory points, a set of 3 antique ivory balls, 12 pcs Ivory Ferrules, cues with Ivory Buttcaps, all without problems.
The trick would be to avoid the key words. Of course, if u declare them as Ivory Pool Balls, Ivory Carvings, Cue with Lizard Wrap etc u are asking for trouble.
However, for any cue declared a value of over 200USD, a 5% Goods and Service Tax may sometimes be imposed. When that happens, the cue is held in the custom office, and ur customer will have to pay 5% of value declared to retrieve the cue. So u may want to advise the customer whether he want to declare as per normal, or declare 200bucks. Obviously, if the cue is declared 200, then it can only be insured for 200.
The one country i find where ivory for cues is a major issue is Japan. The custom there goes to the extend of actually having TAD and Ernie's addresses, and if u shipped out cues from TAD or Ernie u are liable to get into trouble.
