You can not patent an idea. Patents must be design or chemical formula ect. Any cue maker can put what ever they want under the finish, it is called decoupage.
Anyone can place an application for a patent with extensive paperwork and get it filed. The US Patent Office does not care what you put on the application, they just file and date it. This patent would never hold up and would be dismissed pronto by the court.
If you are dumb enough to buy something that is worthless, then there is always someone who has the balls to try to sell you the Brooklyn Bridge.
